Included here are resources to support Leadership in its role as initiator and facilitator of the transformation process. Although these resources are identified under the Leadership Domain, they should be shared with all stakeholders as a means to provide information about transformation and encourage conversation and creativity in the implementation and attainment of transformation goals.

    ​The HCBS Settings Rule requires that individuals receive services in settings that are community-based and integrated. Work Centers often are not in compliance with the Settings Rule.   • Employment First
    Employment First is a national initiative through which individual states establish guiding principles for making employment the natural next step after an individual finishes his or her education. According to the Association for Providers of Supported employment (APSE): “Employment First strategies generally consist of a clear set of guiding principles, policies and practices disseminated through state statute, regulation or operational procedures that identify employment in integrated, community-based businesses as the priority for state funding.”
